My covers this week are both examples of bisected stamps to pay the proper eight cent rate. Bisected stamps were allowed prior to 1879 and were even listed in Scott's. The post office found that too many people were reusing stamps that had a partial cancellation prompting the ban of bisected stamps in 1879. In April of 1925 the third-class rate went to 1-1/2 cents, but the post office did not get enough 1/2 cent stamps to the many of the smaller post offices. They again allowed bisected stamps for third class mail until all post offices had sufficient inventories of the 1/2 cent Nathan Hale stamp. Collectors took advantage of this, and many covers got through, even those that were not sent third class and some after the inventories of the 1/2 cent stamp was sufficient to meet the demand. Since 1925 many covers with bisected stamps have snuck through. Some were legitimate where the post office ran out of stamps to make up a certain rate. Most are believed to be done by collectors to get something unique. The two covers below were mailed from the same person in St. Cloud to the same recipient four days apart in February 1968. It was likely a collector mailing them to himself. My reason for that hypothesis is that they both have enclosures and neither has ever been opened. The first one was sent on the 15th and made it through the mail without incident. The one mailed on the 19th required two cents postage due as the post office did not accept the bisected four cent stamp at half its rate. The rate at the time for a first-class letter was eight cents. |
